University. Under heer direction, CSULA initiated 6
courses in English as a Second Language delivered via cable and by
videotape for state and overseas markets (Pacific Rim including South
America and China); expanded Fire
Science Administration Program nationwide via CODEC, videotape and
Internet; and
doubled its program capacity and
tripled the number of programs offered.

Dr. Perrin coordinated with the College of Business to develop certificate
programs in ISO 9000, Total Quality Management, and Quality Design and
Manufacturing. Established a distance learning network in which over 200
Silicon Valley companies participated and more than 35 companies became
receive sites for these programs taught by selected practitioners from
industry. There were over 6000 registrations between September 1992 and
August 1997 including registrations from Africa, Poland, Russia and
South America.
1981-1992. Director of the Instructional Television
Network, California State University, Northridge.
Conducted needs
assessment, feasibility study. Designed and constructed the multimedia
interactive system.
This four-channel network serves industry and
education at 35 remote sites, interconnects with Los Angeles Basin ITFS
school and industry networks and cable companies, and originates and
receives satellite teleconferences.
It is a fully self-supporting operation. Dr. Perrin negotiated major contracts with military bases (Edwards AFB and US
Navy, Point Mugu) major corporations (Hughes Aircraft, Litton
Industries, and Northrop), and the Los Angeles City Schools. Principal
liaison for CSUN with the California Technology Project.
